The operator must ensure the safety of users, staff and third parties throughout the operation of its facilities.
To this end, he must draw up a safety management system for each group of installations under the jurisdiction of the same local authority organising the ski lift service which he manages. The same safety management system may cover installations belonging to several lift operating authorities.
The operational safety management system specifies the organisation put in place by the operator to comply with the technical and safety regulations mentioned in article R. 342-3. It provides for the maintenance measures and operating rules necessary to ensure safety during operation, as well as a permanent system for monitoring compliance with these rules. It specifies the specifications to be implemented for the performance of safety tasks, in particular measures to guarantee the competence of personnel.
An order by the Minister for Transport specifies the content of the safety management system. It sets the minimum list of documents that it includes, including in particular those listed in 5° of article R. 472-15 of the town planning code, with the exception of the police regulations. It determines which of the documents on this list must be sent to the Prefect, along with any amendments, before they come into force.
