Data relating to electors and their votes is processed in three separate, dedicated and isolated automated data processing operations, known respectively as the “elector file”, the “candidate file” and the “contents of the electronic ballot box”.
The purpose of processing the “voters’ file” is to provide each voter, from the electoral roll, with codes enabling him to cast his vote, to identify voters who have voted and to print out the list of votes cast.
The purpose of processing the “candidate file” is to create the voting site, available to voters, for the collection of votes and the management site, available to the polling station, for the electronic vote count.
The purpose of processing the file known as “contents of the electronic ballot box” is to record the votes cast. The data in this file is encrypted and may not contain any link enabling voters to be identified.
The National Council of each order is responsible for the implementation of the separate automated data processing, in particular as regards the creation of said processing under the conditions defined by the aforementioned Act of 6 January 1978.
