Article R4134-20 of the French General Code of Local Authorities

State civil servants may only take part in the work of the sections with the agreement of the regional prefect and that of the president of the regional council in the case of matters for which the departments to which they belong have been made available to the territorial authority.

Les fonctionnaires de l’Etat ne peuvent participer aux travaux des sections qu’avec l’accord du préfet de région et celui du président du conseil régional lorsqu’il s’agit d’affaires pour lesquelles les services auxquels ils appartiennent ont été mis à disposition de la collectivité territoriale.
