Article R421-17 of the French Insurance Code

Agreements by which intermediaries, in return for fees agreed in advance, arrange for victims of personal injury accidents or their beneficiaries to receive compensation from the guarantee fund are prohibited.

In the event of non-compliance with this prohibition, the provisions of the law of 3 April 1942 prohibiting pacts for the settlement of compensation due to accident victims under the conditions provided for by law will be applied, where appropriate.

Sont interdites les conventions par lesquelles des intermédiaires se chargeraient, moyennant émoluments convenus au préalable, de faire obtenir aux victimes d’accidents corporels ou à leurs ayants droit une indemnisation du fonds de garantie.

Au cas d’inobservation de cette prohibition, il sera fait, s’il échet, application des dispositions de la loi du 3 avril 1942 proscrivant les pactes sur le règlement des indemnités dues aux victimes d’accidents dans les conditions prévues par la loi.
