Article R421-21 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When a foreign national with evidence of at least eighteen months’ residence in another Member State under cover of an “EU Blue Card” issued by that State applies in France for a multi-annual residence permit bearing the words “passport talent-carte bleue européenne”, the decision on admission to residence in France is communicated to the competent authority of the Member State concerned.

Lorsqu’un étranger justifiant d’un séjour d’au moins dix-huit mois dans un autre Etat membre sous couvert d’une ” carte bleue européenne ” délivrée par cet Etat sollicite en France la carte de séjour pluriannuelle portant la mention ” passeport talent-carte bleue européenne “, la décision d’admission au séjour en France est communiquée à l’autorité compétente de l’Etat membre concerné.
