When a foreign national applying for the issue of a multi-annual residence permit bearing the wording “talent passport”, “talent passport-European blue card”, “talent passport-researcher”, “talent passport-researcher-mobility programme” or “talent passport (family)” provided for in articles L. 421-9 to L. 421-11, L. 421-13 to L. 421-21, L. 421-22 and L. 421-23 reside outside France, the decision to issue the requested residence permit is taken by the diplomatic or consular authority.
