Article R421-29 of the French Code governing the entry and residence of foreign nationals and the right of asylum

A foreign national’s mobility in France, as referred to in article L. 421-15, may be refused by the Minister responsible for immigration on one of the following grounds:
1° The foreign national does not have valid travel documents;
2° The foreign national does not have a residence permit issued by the first Member State or this does not cover the planned period of mobility;
3° The foreign national does not have sufficient resources;
4° The foreign national does not have a hosting agreement concluded in the first Member State;
5° The foreign national’s host entity was set up with the main aim of facilitating the entry of foreign nationals;
6° There is sufficient evidence and serious grounds to establish that the foreign national would be staying in France for purposes other than those for which he or she is applying for admission;
7° The foreign national constitutes a threat to public order, public security or public health.

La mobilité de l’étranger en France, mentionnée à l’article L. 421-15, peut être refusée par le ministre chargé de l’immigration pour l’un des motifs suivants :
1° L’étranger ne dispose pas de documents de voyage en cours de validité ;
2° L’étranger ne dispose pas d’un titre de séjour délivré par le premier Etat membre ou celui-ci ne couvre pas la période de mobilité envisagée ;
3° L’étranger ne justifie pas de ressources suffisantes ;
4° L’étranger ne dispose pas d’une convention d’accueil conclue dans le premier Etat membre ;
5° L’entité d’accueil de l’étranger a été créée dans le but principal de faciliter l’entrée des étrangers ;
6° Il existe des éléments suffisamment probants et des motifs sérieux pour établir que l’étranger séjournerait en France à d’autres fins que celles pour lesquelles il demande son admission ;
7° L’étranger constitue une menace pour l’ordre public, la sécurité publique ou la santé publique.
