Article R421-23 of the French Code governing the entry and residence of foreign nationals and the right of asylum

As an exception to article R. 432-2, silence kept by the administrative authority on the application for a multi-annual residence permit bearing the mention “talent passport-European blue card” provided for in article L. 421-11 gives rise to an implicit decision of rejection after a period of ninety days.

Par dérogation à l’article R. 432-2, le silence gardé par l’autorité administrative sur la demande de carte de séjour pluriannuelle portant la mention ” passeport talent-carte bleue européenne ” prévue à l’article L. 421-11 fait naître une décision implicite de rejet au terme d’un délai de quatre-vingt-dix jours.
