The Fonds de garantie des victimes des actes de terrorisme et d’autres infractions (Guarantee Fund for Victims of Terrorism and Other Offences) set up by Article L. 422-1 is managed by a Board of Directors comprising :
1° A Chairman appointed by joint order of the Minister of the Economy and Finance and the Minister of Justice from among serving or honorary members of the Conseil d’Etat who have at least attained the rank of Conseiller d’Etat or from among serving or honorary members of the Cour de Cassation who have at least attained the rank of Conseiller or Avocat Général ;
2° A representative of the Minister for the Economy and Finance, appointed by decree;
3° A representative of the Minister of Justice, appointed by decree;
4° A representative of the Minister of the Interior, appointed by order;
5° A representative of the Minister for Social Security, appointed by decree;
6° Three persons who have shown an interest in victims of acts of terrorism and other offences, appointed by joint order of the Minister for the Economy and Finance, the Minister for Justice, the Minister for the Interior and the Minister for Social Security;
7° A professional from the insurance sector, appointed by order of the Minister for the Economy and Finance.
The Chairman and members of the Board of Directors each have a deputy appointed under the same conditions.
The Chairman, the members of the Board of Directors and the alternates are appointed for a renewable period of three years.
In the event of a vacancy, a replacement is appointed under the same conditions as his predecessor for the remainder of the term.
The Board of Directors is convened by its Chairman as often as required in the interests of the victims and at least once every three months.
