The guarantee fund is subject to supervision by the Minister responsible for insurance, who appoints a Government Commissioner to supervise the overall management of the fund on his behalf. The Government Commissioner may attend all meetings of the Board of Directors or the committees set up by the Board. He may ask to see all the books and accounting documents.
Decisions taken by the Board of Directors or by the authorities to which it delegates powers are enforceable within fifteen days of the date of the decision if the Government Commissioner does not indicate either that he approves immediately or that he opposes the decision. However, the above time limit is reduced to five days for decisions not involving a financial commitment for the fund.
