As soon as an act of terrorism occurs, the public prosecutor or the competent diplomatic or consular authority informs the guarantee fund without delay of the circumstances of the event and the identity of the victims. In addition, any person who considers themselves to be the victim of an act of terrorism may refer the matter directly to the guarantee fund.
The guarantee fund assists victims in putting together their compensation file. It will inform them of all the supporting documents and information to be provided, which will include in particular:
1° Claims for reparation or compensation made elsewhere and, in particular, actions for damages that have been brought and the sums paid to them in reparation for the loss;
2° Where applicable, the public or private bodies to which they belong or with which they are insured and which are likely to compensate them for all or part of the loss suffered.
