Article R426-3 of the French Code governing the entry and residence of foreign nationals and the right of asylum

By way of derogation from article R. 431-20, when the holder has already left France, the residence permit bearing the wording “retired person” provided for in article L. 426-8 is issued by the prefect of the département in which the foreign national declares that he or she wishes to reside, even temporarily, and, in Paris, by the police prefect.
