Article R434-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The foreign national applies to the Office français de l’immigration et de l’intégration. The territorially competent prefect or, in Paris, the police prefect is immediately informed.
An order of the minister responsible for immigration sets the territorial jurisdiction of the Office’s departments.

L’étranger fait sa demande auprès des services de l’Office français de l’immigration et de l’intégration. Le préfet territorialement compétent ou, à Paris, le préfet de police en est immédiatement informé.
Un arrêté du ministre chargé de l’immigration fixe la compétence territoriale des services de l’office.
