The Board of Directors regulates the affairs of the agency through its deliberations.
It deliberates in particular on:
1° The budget and the administrative account;
2° Borrowings;
3° General action programmes, and in particular multiannual programmes;
4° The annual activity report;
5° Measures relating to the general organisation of the agency;
6° The acquisition and disposal of assets necessary for the operation of the agency;
7° Staff numbers and recruitment conditions, in compliance with the provisions of Law no. 84-53 du 26 janvier 1984 portant dispositions statutaires relatives à la fonction publique territoriale;
8° The conclusion of the agreements referred to in article R. 4413-2;
9° The agency’s contribution to studies;
10° The general conditions for awarding grants and loans;
11° The allocation of these grants and loans;
12° The operations provided for in 3° of Article R. 4413-1;
13° The acceptance of donations and legacies;
14° Legal actions.
The Board of Directors may delegate some of its powers to its Executive Committee, with the exception of those relating to the vote on the budget, loans, approval of the administrative account and measures of the same nature as those referred to in Article L. 1612-15.
