Article R4413-7 of the French General Code of Local Authorities

The regional prefect is heard by the board of directors with the agreement of the chairman.

Civil servants of the State or its public establishments may only be heard by the board of directors or the bureau with the agreement of the regional prefect and that of the chairman of the regional council when it concerns matters for which their services have been made available to the chairman of the regional council.

Les fonctionnaires de l’Etat ou de ses établissements publics ne peuvent être entendus par le conseil d’administration ou le bureau qu’avec l’accord du préfet de région et celui du président du conseil régional lorsqu’il s’agit de questions pour lesquelles leurs services ont été mis à la disposition du président du conseil régional.
