Article R4532-14 of the French Labour Code

The co-ordinator shall take account of interference with operating activities on the site within or near which the worksite is located and, to this end, shall in particular:

1° Carries out a joint inspection with the head of the establishment in operation, prior to the start of the work, in order to:

a) Delimit the site;

b) Identify the areas of the sector in which the worksite is located that may present specific hazards for the workers of the companies called upon to intervene;

c) Specify the traffic routes that may be used by workers, vehicles and machinery of all kinds from the companies involved in carrying out the work, as well as defining, for non-enclosed and non-independent sites, the sanitary facilities, changing rooms, catering premises and the premises or facilities mentioned in Article R. 4534-142-1 to which their workers will have access;

2° Communicate to the companies called upon to work on the site the safety instructions agreed with the head of the establishment and, in particular, those which they must give to their workers, as well as, in the case of non-enclosed and non-independent sites, the organisation planned to provide first aid in the event of an emergency and a description of the system put in place for this purpose in the establishment.

Le coordonnateur tient compte des interférences avec les activités d’exploitation sur le site à l’intérieur ou à proximité duquel est implanté le chantier et à cet effet, notamment :

1° Procède avec le chef de l’établissement en activité, préalablement au commencement des travaux, à une inspection commune visant à :

a) Délimiter le chantier ;

b) Matérialiser les zones du secteur dans lequel se situe le chantier qui peuvent présenter des dangers spécifiques pour les travailleurs des entreprises appelées à intervenir ;

c) Préciser les voies de circulation que pourront emprunter les travailleurs, les véhicules et engins de toute nature des entreprises concourant à la réalisation des travaux, ainsi qu’à définir, pour les chantiers non clos et non indépendants, les installations sanitaires, les vestiaires, les locaux de restauration et le local ou les aménagements mentionnés à l’article R. 4534-142-1 auxquels auront accès leurs travailleurs ;

2° Communique aux entreprises appelées à intervenir sur le chantier les consignes de sécurité arrêtées avec le chef d’établissement et, en particulier, celles qu’elles devront donner à leurs travailleurs, ainsi que, s’agissant des chantiers non clos et non indépendants, l’organisation prévue pour assurer les premiers secours en cas d’urgence et la description du dispositif mis en place à cet effet dans l’établissement.
