If there is only one seat to be filled, the representative of the local authorities and of the public establishments for inter-municipal cooperation with their own tax status is elected by a two-round uninominal majority ballot. All nominations must include the appointment of a substitute who meets the same eligibility requirements as the candidate. It must be signed by the candidate and the substitute. No person may be a substitute for more than one candidate.
In all other cases, the election is by proportional list system, with no changes to the number or order of candidates. The lists must include twice as many candidates as there are seats to be filled. They must be signed by each candidate.
Nomination papers and lists of candidates must be received at the registered office of the Caisse d’Epargne et de Prévoyance no later than the twenty-first day prior to the date of the ballot.
