Article R5215-15 of the French General Code of Local Authorities

For the performance of contracts, agreements, procurement contracts or administrative and jurisdictional decisions relating to the operations transferred, the urban community is substituted for the communes.

It notifies the interested parties of this substitution, in accordance with the rules applicable to each case, and pursues, where appropriate, the proceedings in progress, in accordance with the procedural rules in force.

Pour l’exécution des contrats, conventions, marchés ou décisions administratives et juridictionnelles relatifs aux opérations transférées, la communauté urbaine est substituée aux communes.

Elle avise les parties intéressées de cette substitution, selon les règles applicables à chaque espèce, et poursuit, le cas échéant, les instances en cours, conformément aux règles de procédure en vigueur.
