Article R522-17 of the French Commercial code

The prefect supervises the activity of general shops and checks that they are operating correctly.

He has free access to establishments under his control and may carry out or have carried out all checks and investigations necessary for the accomplishment of his mission.

Where the operator is a company, the prefect shall be notified of any changes in the chairmanship or management, within one month of the new chairman or manager taking up his duties.

Where the operator is bound by a contract to the manager of a platform referred to in the first paragraph of Article L. 522-37-1, the prefect may, where appropriate, report to this manager any breaches committed by this operator.

Le préfet surveille l’activité des magasins généraux et contrôle la régularité de leur fonctionnement.

Il a libre accès aux établissements placés sous son contrôle et peut procéder ou faire procéder à toutes les vérifications et enquêtes nécessaires à l’accomplissement de sa mission.

Lorsque l’exploitant est une société, le préfet reçoit communication de toutes modifications intervenues dans la présidence ou la gérance, dans le mois qui suit l’entrée en fonction du nouveau président ou gérant.

Lorsque l’exploitant est lié par un contrat au gestionnaire d’une plateforme mentionnée au premier alinéa de l’article L. 522-37-1, le préfet peut, le cas échéant, signaler à ce gestionnaire les manquements commis par cet exploitant.
