The French Office for the Protection of Refugees and Stateless Persons may decide to conduct the personal interview using an audiovisual means of communication in the following cases:
1° When the applicant is unable to travel, in particular for health or family reasons;
2° When he or she is being held in a place where he or she is deprived of liberty;
3° When he or she is in an overseas collectivity or in New Caledonia.
The protection officer in charge of conducting the interview is in control of the operations. It is his or her responsibility to ensure that the rights of the individual are respected. He or she must be able to ensure that the interview and viewing conditions are respected at all times. He may terminate the interview if these conditions are not met or if the circumstances of the case so require. In this case, the interview will take place in the presence of the person concerned.
The person concerned heard by means of audiovisual communication must, if necessary with the assistance of an interpreter, be informed by the office before the interview begins of the progress of the operations, in particular the arrangements for ensuring compliance with the rules of confidentiality.
