Article R551-13 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The absence of an effective address may not be used against an asylum seeker to deny them the exercise of a right or access to an essential service guaranteed by law, particularly in banking and postal matters, as long as they have a valid declaration of domicile.
