With the agreement of the Chairman, members of the Committee may take part in debates by means of a telephone or audiovisual conference.
If a member is unable to attend, he may give his proxy to another member with voting rights. A member may not hold more than one proxy. The mandate is valid only for the meeting for which it was given.
The committee’s opinions are adopted by a simple majority of the votes cast. The Chairman has the casting vote in the event of a tie.
A quorum is reached when at least half the members of the Committee are present, including members taking part in the debates by means of a telephone or audiovisual conference, or have given a proxy. If the quorum is not reached, the Committee shall deliberate validly without a quorum being required, following a new notice of meeting with the same agenda and specifying that no quorum will be required.
