The National Committee may only deliberate if at least half of the members of the section or configuration convened are present; the quorum is assessed at the beginning of the meeting.
However, if the quorum is not reached after the meeting has been duly convened, the section or configuration, regardless of the number of members present, shall validly deliberate on the items on the agenda of the first meeting, at a second meeting which must take place within five to fifteen days.
The opinions of the National Committee are adopted by a majority of the votes cast by the members present, without distinction as to the category of members. Proxy votes are not permitted. In the event of a tie, the Chairman has the casting vote.
Members may not sit on matters concerning establishments in whose administration they participate or with which they collaborate and, more generally, on matters in which they are interested in any capacity whatsoever.
The members of the National Committee are bound by the obligation of professional discretion with regard to all facts and documents of which they have knowledge in their capacity as such, as well as to the deliberations of the National Committee and the specialised committees.
The members of the National Committee exercise their mandate free of charge.
