Authorisation to carry out cardiac surgery may only be granted or renewed if the health establishment or health cooperation group can demonstrate, for cardiac surgery, for each site, an annual activity, forecast in the case of creation, or recorded in the case of renewal, at least equal to a minimum set by order of the Minister for Health.
The annual activity referred to in the previous paragraph is established, for adult cardiac surgery, by reference to operations performed on these patients using extracorporeal blood circulation or the “beating heart” technique. For paediatric cardiac surgery, annual activity is established by reference to all paediatric cardiac surgery operations.
Authorisation derogating from the provisions of the first paragraph may be granted or renewed on an exceptional basis, after analysing the needs of the population as assessed within the framework of the inter-regional health plan, when the distance from other establishments providing cardiac surgery services imposes excessive journey times on a significant proportion of the population in the health region.
