The national committee rules on authorisation to carry out exceptional transplants and issues the opinion provided for in the first paragraph of I of article L. 162-30-5 of the Social Security Code. It issues an opinion for each graft on the amount of reimbursement and related hospitalisation costs, and the duration and conditions of reimbursement by the health insurance scheme of the lump sum referred to in II of the same article, within four months of the initial receipt of the application by the Committee secretariat.
The Chairman of the National Committee appoints as rapporteurs, on the proposal of the Director General of the Agence de la biomédecine, at least two experts from the learned societies of the medical specialities concerned. Each rapporteur submits to the Chairman of the National Committee the declaration of links of interest provided for in Article L. 1451-1 of this Code and undertakes to respect the confidentiality of the discussions.
Each rapporteur draws up and submits his report to the Committee within a maximum of two months of his appointment and is heard during the deliberations.
When the Chairman of the National Committee deems it useful, a representative of the requesting establishment may be heard at the meeting.
