Article R615-4 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Without prejudice to the provisions of article R. 615-3, where it appears that a foreign national holding a residence permit issued by the French authorities is the subject of an enforceable expulsion decision taken in the cases mentioned in 1° of article R. 615-2, the administrative authority will immediately begin examining the withdrawal of the residence permit. The existence of such a removal decision allows the residence permit to be withdrawn within the limits set by this code.
The administrative authority may only decide to implement the removal decision taken by another State once the person concerned has been notified that his/her residence permit has been withdrawn.

Article R615-4

Sans préjudice des dispositions de l’article R. 615-3, lorsqu’il apparaît qu’un étranger titulaire d’un titre de séjour délivré par les autorités françaises fait l’objet d’une décision d’éloignement exécutoire prise dans les cas mentionnés au 1° de l’article R. 615-2, l’autorité administrative engage sans délai l’examen du retrait du titre de séjour. L’existence d’une telle décision d’éloignement permet le retrait du titre de séjour dans les limites fixées par le présent code.
L’autorité administrative ne peut décider de mettre en œuvre la décision d’éloignement prise par un autre Etat qu’après notification à l’intéressé du retrait de son titre de séjour.
