Article R712-18 of the French Consumer Code

Notifications made by the commission secretariat to the debtor and creditors by registered letter with acknowledgement of receipt are duly made to the address previously indicated by the addressee. In this case, the date of notification is that of the signature of the acknowledgement of receipt.
When the acknowledgement of receipt has not been signed by its addressee or by a person with a power of attorney for this purpose, the date of notification is that of the presentation of the registered letter.

Les notifications effectuées par le secrétariat de la commission au débiteur et aux créanciers par lettre recommandée avec demande d’avis de réception sont régulièrement faites à l’adresse préalablement indiquée par le destinataire. Dans ce cas, la date de la notification est celle de la signature de l’avis de réception.
Lorsque l’avis de réception n’a pas été signé par son destinataire ou par une personne munie d’un pouvoir à cet effet, la date de la notification est celle de la présentation de la lettre recommandée.
