On the date set in 2° of Article R. 713-14, the election organisation committee, composed of sections where applicable, shall proceed with the counting of postal votes in open session and in the presence of scrutineers appointed by the chairman of the committee and by the candidates or their proxies.
On the day of the count, as many ballot boxes as there are categories or sub-categories shall be set up.
The committee shall check that the number of envelopes used to send the votes corresponds to that shown on the summary statement referred to in Article R. 713-17. If a discrepancy is found, this is noted in the minutes initialled by each member of the committee.
The committee opens the envelopes in which the votes are sent.
The chairman or a member of the committee appointed by him within a section checks that the vote cast corresponds to the category and sub-category to which the voter belongs and, if this is not the case, removes this vote from the count.
The chairman, or a member of the commission designated by him within a section, shall record the vote of each elector by affixing his signature, possibly with the assistance of electronic means, opposite the name of the elector, on the copy of the electoral roll which constitutes the list of votes cast.
A member of the committee then inserts each ballot envelope into the corresponding ballot box.
The votes are counted in the manner described in the second and third paragraphs of article L. 65 of the Electoral Code and in accordance with the rules laid down in article L. 66 of the same code.
The commission deducts from the total number of voters the envelopes not forwarded to the voters appearing on the summary statement provided for in I of Article R. 713-14.
These envelopes are kept, initialled by the members of the commission and appended to the minutes.
