On the date set out in 2° of I of Article R. 713-14, the electoral organisation committee will proceed to count the votes in open session and in the presence of scrutineers appointed by the committee chairman and by the candidates or their proxies.
The committee chairman and at least one of the assessors will each receive a separate counting key, in accordance with procedures guaranteeing confidentiality, enabling access to the data in the file known as the “contents of the electronic ballot box”. The chairman also receives the elements enabling the integrity of the electronic voting system to be verified.
After the voting operations have been closed and the integrity of the file known as the “contents of the electronic ballot box” has been verified, the chairman of the election organisation committee and the assessor referred to in the previous paragraph proceed publicly to the count.
The vote counts per candidate appear legibly on the screen and are the subject of a secure printout in order to be entered in the election minutes.
The electronic voting system is locked after the count so that it is impossible to resume or change the result after the decision to close the count has been taken by the committee.
The election organisation committee checks that the total number of votes cast electronically corresponds to the number of voters shown on the enrolment list.
The total number of votes cast electronically and the number of votes obtained by each candidate are entered in the minutes.
