A bureau is set up for each meeting of the general meeting. It is composed of the president of the court, the vice-president and the first in the order of the table of chamber presidents present at the general meeting. If the vice-chairman is absent, he is replaced by the first in the order of the table of chamber chairmen present, who is in turn replaced by the next chamber chairman in the order of the table. If there is no chamber president, the most senior judge present at the general meeting is called upon.
The bureau ensures that the meeting runs smoothly, keeps the attendance and voting sheets, rules on quorums, arranges for voting to take place and supervises the conduct of voting, the results of which are announced by the president.
The clerk of the commercial court attends the general meeting and draws up the minutes. He signs the minutes with the chairman, who forwards a copy to the heads of the court of appeal.
