A bureau is set up for each meeting of the general meeting. It is composed of the president of the court, the vice-president and the first in the order of the table of chamber presidents present at the general meeting. The General Meeting may only validly deliberate if at least half of its members are present or represented. If the quorum provided for in the previous paragraph is not reached, the meeting is reconvened within one month, on the same agenda. It may then validly deliberate if at least a quarter of its members are present or represented.

Serving judges of the commercial court may be represented at the general meeting by a proxy chosen from among the other judges of the commercial court. Each proxy is entitled to only one proxy. The proxy must be given in writing; it is appended to the minutes.

The Public Prosecutor is represented before the Commercial Court under the conditions laid down in Articles L. 122-2 et R. 212-12, R. 212-14 and R. 212-15 of the judicial organisation code.

The president of the commercial court shall take measures of judicial administration by order.
