The National Commission may receive written contributions.
The National Commission shall hear any person who submits a written request to the secretariat, justifying the reasons for their hearing, at least five days before the meeting.
The following are exempt from giving reasons for their hearing: the author of the appeal to the national commission, the applicant, the member of the departmental commission for commercial development mentioned in the second paragraph of article L. 752-19, the mayor of the commune in which the business is located, the president of the public establishment for inter-communal cooperation with its own tax system, of which the commune in which the business is located is a member, and the president of the public establishment responsible for the territorial coherence plan, of which the commune in which the business is located is a member.
The National Commission may hear any other person it sees fit to consult. It may hear from two separate groups of people opposed to and in favour of the project.
The secretariat of the national commission examines and reports on the files. The Government Commissioner presents and communicates to the National Commission the opinions of the ministers responsible for town planning and commerce. After hearing the parties, he gives his opinion on the applications.
