Article R754-9 of the French Code governing the entry and residence of foreign nationals and the right of asylum

If the Prefect decides to keep the foreign national referred to in Article R. 754-7 in detention, the authority responsible for the application, as soon as it is informed of this, will immediately forward the asylum application file, as given to it in a sealed envelope by the foreign national, to the Director General of the French Office for the Protection of Refugees and Stateless Persons, with a view to examining it in accordance with the procedures laid down in Articles R. 531-23, R. 531-26 and R. 531-27. This transmission is made by registered letter with acknowledgement of receipt, or by any other means that guarantees the confidentiality of the asylum application and acknowledges receipt.
The authority holding the application simultaneously informs the Director General of the Office of the transmission of the application as well as the identity of the applicant and, where applicable, the need for an interpreter.

Si le préfet décide du maintien en rétention de l’étranger mentionné à l’article R. 754-7, l’autorité dépositaire de la demande, dès qu’elle en est informée, transmet sans délai le dossier de demande d’asile, tel qu’il lui a été remis sous pli fermé par l’étranger, au directeur général de l’Office français de protection des réfugiés et apatrides, en vue de son examen selon les modalités prévues aux articles R. 531-23, R. 531-26 et R. 531-27. Cette transmission est effectuée par lettre recommandée avec demande d’avis de réception, ou par tout autre moyen permettant de garantir la confidentialité de la demande d’asile et d’en accuser réception.
L’autorité dépositaire de la demande informe simultanément le directeur général de l’office de la transmission de la demande ainsi que de l’identité du demandeur et, le cas échéant, du besoin d’interprète.
