Article R814-13 of the French Commercial code

The National Council may only validly deliberate in the presence of at least five members from each college, the bureau of at least two members from each profession.

In the event of a tied vote, the chairman has the casting vote.

Le Conseil national ne peut valablement délibérer qu’en présence de cinq membres au moins de chaque collège, le bureau de deux membres au moins de chaque profession.

En cas de partage égal des voix, le président a voix prépondérante.
