The National Council shall draw up its own rules of procedure, which shall govern the operation of the National Council and its Executive Committee and lay down the prerogatives of the Council’s bodies. These rules and any subsequent amendments must be adopted by a two-thirds majority of the Council.
The Chairman of the National Council shall convene the Council at least once every three months and whenever he deems it useful. He shall also convene it on a specific agenda at the request of four members of the Council or the Minister of Justice.
