He may refuse to open the branch office if it does not enable the professional to carry out his duties in accordance with the rules of the profession. The Government Commissioner’s decision, which must be made within three months of receipt of the declaration and which must be substantiated in the event of refusal, is notified to the interested party, to the public prosecutors whose opinion was sought and to the President of the National Council by registered letter with acknowledgement of receipt. The decision of the Government Commissioner may be referred to the Commission by the interested party, the public prosecutors whose opinion was sought and the Chairman of the National Council, within one month of notification, by registered letter with acknowledgement of receipt. The Commission then makes its decision under the conditions set out in articles R. 811-33 to R. 811-35and R. 814-2.
