I.- Where the High Counsel communicates confidential information or documents to an authority of a State which is not a member of the European Union, the High Counsel shall require that such information or documents may only be disclosed to third parties with the express consent of the High Counsel and provided that such disclosure is solely for the purposes for which the High Counsel has given its consent, or is required by Union or national law, or is necessary in connection with legal proceedings in the State concerned.
II.- The High Counsel shall only disclose confidential information or documents received from the competent authority of a State which is not a member of the European Union if such disclosure is required by European Union or national law or, if such disclosure is necessary in connection with legal proceedings in the State concerned.The High Council shall not disclose confidential information or documents received from the competent authority of a State which is not a member of the European Union unless such disclosure is required by European Union law or national law or, if provided for in a cooperation agreement, on condition that it has obtained the express consent of the authority in question.
