Any insurance undertaking whose registered office is located in the territory of a Member State of the European Union other than France and which provides cover in the territory of the French Republic under the freedom to provide services for civil liability risks arising from the use of land motor vehicles shall appoint a representative in France to handle claims in respect of such risks, excluding the carrier’s civil liability….

Transactions carried out in accordance with the provisions of Articles L. 362-1 and L. 362-2 are not subject to the provisions of Titles II to V of this Book. A decree of the Conseil d’Etat shall specify, where necessary, the obligations to which the undertakings referred to in articles L. 362-1 and L. 362-2 are subject for reasons of general interest.
