The departmental councils may, by concurring deliberations, decide either the withdrawal of a department from the interdepartmental institution or the dissolution of the latter. The deliberations set out the conditions for withdrawal or dissolution.
The interdepartmental institution may be dissolved, of its own accord or at the request of one or more of the associated departments, when the institution proves impossible to operate. Dissolution is pronounced by decree issued after the assent of the Conseil d’Etat. This decree sets out the conditions for dissolution.
