Section 2: Division of powers between professional leagues and federations

The relationship between the federation and the professional league is laid down in an agreement which specifies the division of their powers and the conditions under which the federation and the league jointly exercise the powers mentioned in article R. 132-11. The agreement is drawn up for a period which may not exceed five years. It sets out the conditions for its renewal, which may not be tacitly renewed.

Subject to the provisions of articles R. 132-10 and R. 132-11, the regulation and management of the competitions mentioned in article R. 132-1 fall within the remit of the professional league.

The agreement determines the conditions under which the federation may grant the professional league, for a period not exceeding the term of the agreement, the marketing of the rights to exploit professional competitions. The agreement specifies, where applicable, whether the participation of professional teams in competitions on the federal calendar or organised by the professional league falls within the remit of the affiliated sports associations or the companies they have set up pursuant to article L. 122-1.

The agreement specifies the conditions under which the federation’s governing body may overturn decisions taken by the professional league’s bodies that are contrary to the federation’s articles of association or regulations.

The agreement and its appendices come into force after they have been approved by the general meetings of the federation and the professional league and by the Minister for Sport.
