A notice concerning the composition of the General Council is published in the Journal officiel de la République française each time it is renewed or replaced.
The General Council draws up its own rules of procedure.
The General Council shall meet as often as the interests of the Banque de France require, and at least six times a year, at the invitation of the Governor. It meets on an extraordinary basis when requested to do so by at least half of the members of the General Council or by the Censor.
Each member of the General Council, other than the Governor, the Deputy Governors, the Vice-Chairman of the Autorité de contrôle prudentiel et de résolution and the General Councillor representing staff, shall receive an allowance for each meeting of the General Council attended, set by the General Council and not exceeding one-fifth of the average of the lowest and highest monthly remuneration attaching to the grade of Conseiller d’Etat.
The ministers mentioned in the third paragraph of article L. 142-2 are the Minister for the Economy and the Minister for the Budget.
The General Councillor representing the staff of the Banque de France is elected by a single ballot. They may be re-elected. The election is held by secret ballot.
The following are eligible to vote, regardless of age 1° Permanent employees who, on the day of the ballot, are either in service with the Banque de France, on leave, on secondment, on availability for national service, or mobilised; 2° Non-tenured employees of the Banque de France who have been recruited for at least three months on the date of the ballot.
Staff members who are temporarily or permanently deprived of their civil and, where applicable, political rights, as well as those who, on polling day, are suspended from their duties for any reason whatsoever, shall not be eligible to vote.
The councillor representing the staff must be elected from among the members of staff who are eligible to vote, provided that : 1° In the case of permanent staff, they must have reached the age of majority and must not be on national service leave, mobilised or seconded with or without pay; 2° Non-tenured employees of the Banque de France must have been recruited for at least one year before…
The office of employee representative is incompatible with any other legal office representing the interests of employees within the company. The term of office is automatically terminated if the person concerned resigns or loses his or her right to stand for election.
