Any project owner who opens a worksite that does not have roads and other networks that comply with the regulatory provisions of Chapter III of Title III of Book V of this Part is liable to a fine of 22,500 euros. Article L4744-5 of the French Labour Code

Failure by the contractor to submit to the project owner or coordinator the specific health and safety plan for workers provided for in article L. 4532-9 is punishable by a fine of 9,000 euros. A repeat offence is punishable by one year’s imprisonment and a fine of 15,000 euros. The court may also impose the penalties provided for in article L. 4741-5.
