Section 2: Conditions for issuing, suspending or revoking approval for bodies providing training for local elected representatives (R)

This organisation must file an application for approval with the prefect of the département where its main establishment is located, together with the following details: 1° Legal status of the organisation; 2° Identity of its responsible managers or directors; 3° Financial, technical and human resources at its disposal; 4° Diplomas, qualifications or references of the persons responsible for defining and providing the training courses; 5° A copy of the identity…

The applicant body must also provide a detailed and explicit presentation of the organisational and operational arrangements that guarantee the regularity of its governance and management, as well as the actions that it is able to provide, specifying their purpose, duration, content and number of staff. The application for approval is submitted to the prefecture against receipt. It is forwarded by the prefect to the minister responsible for local authorities who, before making a decision, must submit it to the Conseil national de la formation des élus locaux for an opinion. .

The decision to approve or refuse approval is notified to the organisation by the prefect.

The first approval is granted for a period of two years from the date of notification of the decision.

Accreditation is renewable for four-year periods.

Renewal is granted or refused following a procedure identical to that followed for an initial application for approval. An organisation which has not submitted the annual report referred to in Article R. 1221-22-1 in respect of each year during which it has been granted approval is not eligible for renewal of its approval.

All the documents provided for in Article R. 1221-19 shall be sent to the Prefect at least three months before the expiry of the approval.

In the absence of an application for renewal, approval lapses on expiry of the two- or four-year period for which it was issued. .
