The plenary assembly of the National Health Conference brings together the members of the colleges defined in article D. 1411-37, to debate and deliberate on the draft opinions and reports submitted for adoption by the members, in a collegiate and multidisciplinary approach, as well as the persons mentioned in article D. 1411-38. The Standing Committee is responsible, in particular, for preparing : -the body’s draft work programme; -draft opinions submitted to the plenary assembly for adoption; -elements submitted to the participatory process; -the draft rules of procedure referred to in Article D. 1411-40. The National Health Conference may set up working groups. These groups may include members of the National Health Conference and persons chosen for their competence, experience or qualifications in relation to the subjects to be dealt with. They may gather any useful opinions in the areas for which they are responsible.

A permanent working group specialising in the rights of users of the healthcare system is responsible for drawing up a specific annual report on the assessment of the conditions in which the rights of users of the healthcare system are applied and respected, equal access to healthcare services and the quality of care in the healthcare and medico-social fields.

The Conference may be asked to appoint representatives to sit on other external bodies, committees or working groups. This appointment is made by a call for applications sent to all its members. Members appointed in this way report regularly to the Standing Committee and the Plenary Assembly on their term of office and the positions they have taken, in line with those of the National Healthcare Conference.
