Article L4134-3 of the French General Code of Local Authorities

Regional economic, social and environmental councils may include sections under conditions laid down by a decree of the Conseil d’Etat. These sections issue opinions. The regional economic, social and environmental council shall give its opinion on all opinions and reports drawn up by the sections before they are forwarded to the competent authority.
