The Martinique Assembly is assisted by the Martinique Economic, Social, Environmental, Cultural and Education Council.
The Council may comprise sections, under conditions laid down by decree in the Council of State. The sections may issue opinions. The Council shall give its opinion on the opinions and reports drawn up by the sections before they are forwarded to the competent authority.
The composition of the council, the conditions for appointing its members and the date of its installation are set by decree in the Conseil d’Etat. When a body is called upon to appoint more than one member to the council, it makes these appointments in such a way that the difference between the number of men appointed, on the one hand, and women appointed, on the other, is no greater…

Article L. 7227-1, the first and last paragraphs of article L. 7227-23 and Article L. 7227-34 is applicable to the president, vice-presidents and members of the Martinique Economic, Social, Environmental, Cultural and Education Council.
The members of the council receive, for the actual performance of their duties, an allowance set by the Martinique Assembly within the limit of a monthly ceiling determined by reference to the maximum allowances provided for councillors to the Martinique Assembly in the articles L. 7227-19 et L. 7227-20. In addition to the leave of absence they are entitled to under article L. 7226-7, the president, vice-presidents and members of the council are entitled to a credit of hours enabling them to have the time necessary to prepare the meetings of the council and the committees of which they are members. The president, vice-presidents and members of the council are entitled to training appropriate to their duties. The Executive Council of Martinique shall make available to the Council the resources necessary to cover their travel, subsistence and teaching expenses, as part of the operating resources provided for in article L. 7226-6.
