Article L322-4 of the French Intellectual Property Code

Collective management organisations are obliged to accept the management of rights under the conditions provided for in Article L. 322-3 whenever such management falls within their field of activity. The conditions they set are based on public, objective, transparent and non-discriminatory criteria. An organisation’s refusal to grant a request to manage economic rights must be in writing and state the legal and factual reasons for the decision.

Article L322-6 of the French Intellectual Property Code

The collective management organisation sets and makes public the terms of termination, in particular the period of notice, which may not exceed six months.
