Article R2362-1 of the French Public procurement code

The provisions of article R. 2162-1 apply.
Where the framework agreement does not set out all the contractual terms, it shall give rise to the conclusion of subsequent contracts under the conditions laid down in Subsection 2. Where the framework agreement sets out all the contractual stipulations, it shall be executed progressively by the issue of purchase orders under the conditions set out in sub-section 3.
The provisions of article R. 2162-3 apply.
Where the framework agreement is awarded to several economic operators, there shall be at least three of them, subject to a sufficient number of candidates and tenders.
The provisions of articles R. 2162-4 and R. 2162-5 apply.
Subsequent contracts and purchase orders are concluded or issued between the purchasers identified for this purpose in the notice of the call for competition or in the invitation to tender, to negotiate or to participate in the dialogue or, in the absence of such a notice or invitation, in another consultation document, and the economic operator(s) holding the framework agreement.
The provisions of articles R. 2162-7 to R. 2162-10 apply.
The provisions of articles R. 2162-13 and R. 2162-14 apply.
Where the use of electronic means of communication is provided for by the purchaser, the latter may require that tenders be presented in the form of an electronic catalogue or that they include such a catalogue.
The purchaser shall indicate in the contract notice or in the invitation to tender whether it authorises or requires the submission of tenders in the form of an electronic catalogue.It shall also specify, in the consultation documents, all the information required concerning the format, the electronic equipment used and the connection arrangements and technical specifications of the catalogue.
