Article L367-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

To enter the French Southern and Antarctic Lands, any foreigner must be in possession of the documents and visas required by the international conventions and regulations in force. Where a visa is required, it shall be issued with the agreement of the High Administrator of the French Southern and Antarctic Lands.The provisions of this chapter shall not apply to diplomatic agents and career consuls.
