1. Within twenty-four hours of the vessel’s arrival in port, the master must lodge at the customs office :
a) as a summary declaration :
– the cargo manifest, with an authentic translation if necessary ;
– special manifests for ship’s stores and second-hand goods belonging to members of the crew;
b) the charter-parties or bills of lading, acts of nationality and any other documents which may be required by the Customs administration for the application of Customs measures.
2. The summary declaration must be lodged even when the vessels are in ballast.
3. The twenty-four hour period provided for in 1 above does not run on Sundays and public holidays.
